Building Value through Reform and Beyond

Topic Summary| Providers are preparing for implementation of the healthcare reform law against a backdrop of uncertainty as legal and legislative challenges to the Affordable Care Act continue. Regardless of the fate of the reform law, however, the current shift to value-based payment will continue. Value is driving a fundamental reorientation of the healthcare system. To successfully manage the transition to value, healthcare organizations should organize efforts around driving value for care purchasers, develop four key organizational capabilities for value, and follow through by communicating value to purchasers. Healthcare finance leaders will play a critical role in this strategic transformation.
Learning Objectives| After this presentation, attendees will be able to: 1. Describe the implementation status of key elements of the healthcare reform legislation; 2. Define value in health care and identify the four key organizational capabilities related to value; and 3. Identify ways in which HFMA helps organizations thrive in a reform environment while building value.

Gregory M. Adams, FHFMA, 2011-2012 Chair, Healthcare Financial Management Association | Mr. Adams is the voluntary Chair of the Healthcare Financial Management Association (HFMA) during the 2011-12 term. He has been a member of HFMA since 1979. Mr. Adams’ involvement with the National Association includes serving as Chapter Liaison Representative (2001-02), the Board of Directors (2002-05 and 2009-12), the Executive Committee (2003-05 and 2009-12), serving as chair during 2011-12, the Audit & Finance Committee (2009-12), serving as chair during 2009-10, and the Strategic Planning Committee (2009-11), serving as chair during 2010-11. Mr. Adams has also served the New Jersey Chapter as Treasurer, Secretary, Vice President, President-Elect, and President. He has received the Follmer Bronze, Reeves Silver, Muncie Gold, and Medal of Honor merit awards.

Joel T. Allison, FACHE, President/ CEO, Baylor Health Care System │ Joel Allison is president and chief executive officer of Baylor Health Care System (BHCS) in Dallas. His primary responsibility is to help Baylor attain its vision “to be trusted as the best place to give and receive safe, compassionate, quality health care”. To do so, Allison continues developing Baylor as a patientfocused health care delivery system and clinical enterprise that offers prevention and wellness, physician, outpatient, acute hospital and other services that are geographically dispersed yet efficient and fully-coordinated. He maintains a focus on providing quality, safe patient care that can be measured and reported. He also places a renewed focus on medical education and health care research and continues to collaborate with physicians in the design and development of BHCS. Allison’s career includes more than three decades in health care management. He joined Baylor Health Care System in 1993, and served as Baylor’s senior executive vice president and chief operating officer before being promoted to president and CEO in 2000.

Kathleen Stevens, EdD, MS, RN, ANEF, FAAN; Professor and Director Academic, Center for Evidence-Based Practice, University of Texas Health Science Center at San Antonio | Throughout her career as a nurse, Dr. Stevens’ unwavering desire was to build bridges between education, research and practice for excellence. Dr. Stevens has been a nurse scientist and educator since 1973. This long-standing devotion to research application has positioned her as one of today’s top experts in evidence-based practice. Her national leadership in nursing reflects this passion for bridging research and practice through education. Dr. Stevens’ contributions to nursing were also expressed through her service on the Sigma Theta Tau International Board as an officer. In this position, she brought to culmination 10 years of prior organization work as Library Committee chair to create the electronic library—a library that housed the latest research and resources for excellence highly used in education. Her leadership in this organization continued as she served as Associate Editor and then Editor of the Online Journal of Knowledge Synthesis for Nursing, carving out a unique niche for evidence-based nursing. Her contributions have been locally and nationally recognized with honors and awards. These include invitational conferences and visiting professorships. She is the 2011 Episteme Laureate for Sigma Theta Tau International, the highest research honor bestowed and will be inducted into the International Nursing Research Hall of Fame in 2012. She received the Great 100 Distinguished Alumni award from Texas Womans University. Her peers awarded her the Faculty Recognition Award for Scholarship in Teaching and the Distinguished International Leadership Award and Image maker Award from Delta Alpha Chapter of STTI. Students selected her to receive the Outstanding Nurse Faculty Member Award. She has received Excellence in Research Awards from three organizations, the latest of which is National League for Nursing award for Excellence in Nursing Education Research. In recognition of the impact of her achievements on the profession of nursing, she was inducted into the American Academy of Nursing. Dr. Stevens’ work has drawn national attention as being ‘essential’ to nursing. Her work is cited in the Interagency Council on Information Resources for Nursing and is considered to be “essential nursing references,” to be used as a standard for library collection development and for nursing information.

Stanley F. Hupfeld, FACHE, Chairman, INTEGRIS Family of Foundations | Stanley Hupfeld joined INTEGRIS Health (formerly Oklahoma Healthcare Corporation and Oklahoma Health System, Inc.) as President and Chief Executive Officer on March 30, 1987. INTEGRIS Health is a not-for-profit holding company comprised of 13 hospitals, all in Oklahoma -- nine of those hospitals are owned by the System; and four are leased by the System. Annual net revenues of the System are well over $1.3 billion with 1,800+ beds. Previous positions held include top leadership roles at All Saints Health Care, Inc. in Fort Worth, Saint Joseph (now Highland Park) Hospital in El Paso, Providence Memorial Hospital in El Paso, and as an officer in the Medical Service Branch of the U.S. Army serving in West Germany and Vietnam.

Bill Rasco, FACHE, Member Relations Consultant, American Hospital Association |William Dean Rasco, FACHE, is board certified in health care administration and is a Fellow of the American College of Healthcare Executives (ACHE). He is a past Regent for the ACHE Lone Star Area-south Texas. Rasco currently is a Member Relations Consultant for the American Hospital Association (AHA), Federal Health Care Section. Prior to this position, he served as President and CEO of the Greater San Antonio Hospital Council for over 16 years. He recently served for two years on the AHA Long Range Policy Committee as well as the AHA Regional Policy Board (Region 7) for over 16 years. During that time he actively participated with the Texas Hospital Association.

Megan Cundari, Sr. Associate Director, Federal Relations, American Hospital Association| Megan has been a member of the Federal Relations department at the AHA since 2001 and has been lobbying Congress for the last seven years. In addition to advocating the full range of AHA’s legislative and regulatory agenda, her specific issue areas include Medicaid and the Children’s Health Insurance Program (CHIP). Prior to her work at the AHA, she spent five years in campaign politics, working for a Chicago-based political consulting firm. She graduated from the University of Illinois, Urbana-Champaign, where she majored in political science and economics.
Dan Stultz, MD, FACP, FACHE, President and CEO, Texas Hospital Association | Dan Stultz, M.D., FACP, FACHE, is president and chief executive officer of the Texas Hospital Association, an Austin-based trade association representing more than 85 percent of the state’s hospitals and healthcare systems. He is a member of the American Hospital Association’s Regional Policy Board 7 and of the State Hospital Association Executives Forum. A member of the American College of Physicians, he earned designations as a Fellow in 1984; and as a member of the American College of Healthcare Executives, he earned designation as a Fellow in 2006. Dan was president and CEO of Shannon Health System, a three-hospital health system associated with a multi-specialty clinic and legacy insurance company, in San Angelo, Texas, from 1999 until November 2006. He was a member of the THA Board of Trustees during that time, and served as THA chairman for 2004-05.
David Pearson MPA, FACHE, PMP, President and CEO, Texas Organization of Rural and Community Hospitals | David Pearson is currently the President/CEO of the Texas Organization of Rural & Community Hospitals. TORCH is a professional association whose members consist of general acute care hospitals of less than 150 beds, as well as the companies and organizations which provide products and services to rural hospitals. David is also directly responsible for several subsidiary organizations: a for-profit management services company, a not-for-profit foundation and multiple provider organizations. Before becoming the CEO, David served as the Vice President of Advocacy and Communications for TORCH for six years. David is an experienced advocate who has been involved with legislative and regulatory activities involving rural hospitals at both the state and federal level since 1997. David is also a registered lobbyist in the state of Texas.

Topic Summary|The format for the Breakout Session will be much like speed networking – a 10-minute overview of the topic at the podium followed by 15 minutes of small group discussion of that topic at 6 stations around the room with a facilitator presiding at each station. There will then be 5 minutes to change stations in preparation of the next topic’s overview and small group discussion. Therefore, each of 3 topics will have about 30 minutes total time. Karla Strawn will start with Business Etiquette, David Elgarico will continue with Networking, and Rich Priore will conclude with Resume Building.

David Elgarico - Chief Operating Officer and Ethics and Compliance Officer, Rio Grande Regional Hospital |David Elgarico is the Chief Operating Officer and Ethics and Compliance Officer at HCA’s Rio Grande Regional Hospital, a 320- bed acute care hospital in McAllen, Texas. After receiving his Master in Health Administration from the Medical University of South Carolina in 2004, David completed his administrative residency at Trident Health System in Charleston, South Carolina in 2005 and moved to southern California to participate in HCA's Chief Operating Officer Development Program. In California, David was the Associate Administrator at HCA’s Riverside Community Hospital, a 373-bed acute care hospital located in Riverside, CA where he oversaw the hospital’s ancillary and support departments. In 2009 David relocated to McAllen, Texas to oversee the operations of Rio Grande Regional Hospital. While in California, David participated in several community boards. He was a board member for the Health Care Executives of Southern California, Hospital Association of Southern California, Riverside Downtown Partnership, and The Unforgettables Foundation. David is a co-founder, board member, and Vice-Chair of the Asian Health Care Leaders Association, a national organization focused on the professional development of Asian healthcare executives and leaders. Additionally, he served as a board member and Treasurer for the Medical University of South Carolina Department of Health and Policy Alumni Chapter. Furthermore, David volunteered as an Assistant Coach for the women’s volleyball program at La Sierra University for four years. Currently, David serves as the inaugural Chair for Young Life in McAllen, Texas.
Richard J. Priore, FACHE, CMPE, Senior Vice President and Chief Development Officer, Nix Health |Rich Priore has nearly 18 years of healthcare leadership experience in the public and private (not-for-profit and for-profit) sectors in acute and specialty care hospitals and health systems, as well as physician group practices. He is currently the Senior Vice President and Chief Development Officer for Nix Health Care System in San Antonio, Texas, where he is responsible for corporate strategic development and also oversees 14 multi-specialty provider-based practices with 25 physicians. Rich has served as an adjunct faculty member at various universities and colleges over the past eight years and is currently an adjunct faculty member at the University of the Incarnate Word and the University of Texas at San Antonio. Rich is a doctorate candidate in Health Systems Management at Tulane University’s School of Public Health and Tropical Medicine with a research focus on physician-hospital relations and alignment strategies.

Topic Summary|As updated regulatory guidance published in Fall 2011 breathed life back into the Medicare Shared Savings Program (“MSSP”), this presentation examines why a healthcare organization may potentially benefit from forming an Accountable Care Organization (“ACO”) to participate in the MSSP. This presentation discusses the basics of the MSSP model itself, including how CMS determines an ACO’s shared savings distribution, as well as legal requirements and considerations in structuring an ACO. It additionally explores the range of ancillary opportunities available to ACO’s participating in the MSSP, and touches on the regulatory, antitrust, tax-exempt and other legal issues raised by pursuing such opportunities.
Learning Objectives|After this session, the attendees will be able to: 1) understand the basic financial model and governance requirements of an ACO participating in the MSSP, 2) understand the range of ancillary opportunities available to an ACO participating in the MSSP.
